Five home guard reserve brigades

Rumanian divisions averaged 20-25,000 troops. On Rumania’s joining the Allies in World War I in 1916, only the first ten infantry divisions were assessed as of good quality.  The last three were forming, and the rest rated as "mediocre to poor".
