In 1902, Britain had three
reserve forces. They were the Militia, the Yeomanry, and the Volunteers.
The Militia was the oldest
force. It had been formed in England in
the middle ages as a home defence force. Each county of England had to provide
a force of foot soldiers for service in times of crisis. By the 19th
century the Militia had been extended to Ireland, Scotland and Wales. From 1852
it had become a volunteer force of infantry, artillery, engineer and medical
units. Largely based in the rural parts of the country, units existed only
during the month-long annual camp. Landowners acted as officers and farm
labourers formed the bulk of the rank and file. As well as a home defence
force, it had become a method of introducing young men to military life and
many of them transferred to the regular army after a short period in the
Militia. It also acted as an administrative organisation for the regular
soldiers who transferred to the reserves on completion of full-time
service.
The Yeomanry had been
formed in the 1790s as a force of volunteer cavalry whose ranks were filled by
independent farmers who were sufficiently wealthy to provide their own horses.
Often used as a police force during the 19th century, the Yeomanry
attracted a great deal of interest. Their role as mounted infantry in the South
African war added to their glamour and high public profile.
The Volunteers were formed
as rifle clubs in the large cities and industrials from 1859. During the 1860s
they were enlarged to include artillery and engineers as well as infantry.
Largely based on individual factories, businesses and professions, they trained
at weekends and mobilised for an annual camp. As such they were more vigorous
than the Militia, but confined to home defence. The Volunteers were to provide the bulk of the Territorial Force
in 1908.
For political reasons, the
Volunteers did not form units in Ireland.
Although there was an
inspectorate of reserve and auxiliary forces in the War Office, units of all
three reserves were distributed between the geographic district commands into
which the United Kingdom was divided. Three commands-Aldershot, Woolwich and
Curragh-commanded regular forces only; the rest commanded a mixture of regular
and reserve units.
None of the reserves were
organised into higher formations such as brigades and divisions. This came about in 1908 when most of the
reserves were concentrated into the newly-formed Territorial Force. That force
comprised 14 infantry divisions, 14 cavalry brigades, and coast defence troops.
During the war in South
Africa, 1899-1902, all three reserves were mobilised. Many units either served
abroad or sent ad hoc contingents to South Africa. All returned to the UK
during 1902.
In the following account,
units are listed according to arm of service-cavalry, artillery, engineers,
infantry and medical. Within each arm, militia (M) are listed before volunteers
(V). The location of the headquarters
of each unit is given: many yeomanry and volunteer units had sub-units in other
locations.
